I note you seek access to the following information:
During a traffic stop do police have full access to the DVLA database or is it only partial?
For example can they see points that have expired, all previous vehicles, previous names and previous addresses or is it just current points, vehicles, names and addresses?
If they can see expired points are they allowed to use this to affect their decision to issue a FPN?

During a traffic stop do police have full access to the DVLA database or is it only partial?
Partial, current information only. Officers cannot view vehicle details nor full DVLA licence records. For further information they would have to liaise with DVLA during normal office hours via the MPS Single Point Of Contacts.
For example can they see points that have expired, all previous vehicles, previous names and previous addresses or is it just current points, vehicles, names and addresses?
See response to Q1 and in addition according to the DVLA: Expired points are not viewable on the system as they are removed as soon as the period has come to an end.
If they can see expired points are they allowed to use this to affect their decision to issue a FPN?
