I have today decided to disclose the located information to you in full.
Please find below information pursuant to your request above.
MPS JRFT Policy is that all MPS officers regardless of rank are in scope for the JRFT unless;
• They have a medical condition that permanently restricts them from undertaking full PPST – this would be permanent adjusted duties;
• They have a short term medical condition that restricts them from undertaking full PPST – this would be recuperative duties.
The number of people on restricted duties varies throughout the year as it is a temporary restriction, combined with collating information from different data sets on the number on permanent adjusted duties, as well as other factors such as maternity leave, career break, long term sick, suspension etc. we cannot provide this figure definitively within the cost threshold.
However, we can confirm the following number have completed the JRFT during the periods requested:
2017 – 23,952
2018 – 20,745
2019 – 22,336
Of this number, the following number of officers failed the JRFT:
2017 - 176
2018 - 179
2019 – 296
Please note – even though this is the number of failures – it does not mean they did not later go on to retake the test and pass. If they did not retake and pass, they would be in the cohort of those moved to UPP.
In relation to the number of Police Officers that were progressed through the formal procedures to deal with unsatisfactory performance and attendance (UPP) as a result of failing the Job Related Fitness Test, please note that our CMP system was not launched until February 2018 and so 2017 may not be fully captured. However, the following numbers can be confirmed:
2017 - 3
2018 - 7
2019 - 6
The MPS can confirm that no Police Officers were dismissed as a result of unsatisfactory performance and attendance (UPP) from failing the Job Related Fitness Test. All are shown as resolved at whichever UPP Stage they were at.
