Commercial lead, governance, risk and compliance

Background to the role

The Metropolitan Police Service (MPS) Commercial Function are responsible for delivering end-to-end commercial lifecycle management and supporting the wider business in working with third parties.

The MPS spends about £800 million each year on a diverse range of goods and services and we aim to procure them in the most cost effective and compliant way, while satisfying often urgent operational needs. We proactively manage thirty large complex and operationally critical outsourced service contracts, to ensure that we receive the quality services we are paying for and achieve value for money through the entire life of the contract.

Role description

This role is an integral part of commercial services. In 2020, the Met Commercial Function revised its operating model and identified the need for a bolstered Enablement and Performance Team.

In this role, you will lead the Governance, Risk and Compliance work-stream of the Enablement and Performance Team. You will be responsible for many aspects of MPS’s commercial control framework (eg policy, legislation, governance procedures). You will be accountable for analysing, managing and reporting on commercial risk for the MPS’s third party arrangements. You will also play a key role in the wider coordination and ownership of MPS’s IP through commercial arrangements, owning key governance-related relationships (eg with MOPAC), ensuring compliance with all relevant contracts and maintaining knowledge of all rules relating to and impacting commercial activity within MPS.

In this role, you would be expected to deliver on:

• Designing, implementing and leading a risk management strategy across the Commercial function
• Engaging with a wide range of stakeholders across the MPS Commercial team, the wider MPS business and outside of the MPS
• Overall responsibility for commercial compliance across commercial services and wider MPS business
• Ensuring management remain informed of regulatory, legislative and best practice changes and their obligations under these changes and how they impact the commercial services and wider MPS business
• Acting as a leader across the Commercial team, providing support, education and training to staff to build risk awareness within the organisation
• In addition to the above, you will be a leader within the Enablement and Performance team and expected to support the team’s growth and evolution.
