Equality Impact Assessment
An Equality Impact Assessment (EIA) measures the adverse and positive impact of policing proposals on communities through a structured and transparent process.
Proposals include corporate and local policies, corporate change, projects, procedures, functions, strategies, strategic decisions, pre-planned operations, policing plans and schemes.
Impact assessment is an ongoing engagement, decision-making and risk assessment process, to be started early and continued throughout the development of proposals.

Operation Pennant
What is Operation Pennant?
Operation Pennant is a performance framework for Stop & Search. It
addresses issues in relation to Stop & Search.
Aim:
- To improve performance by increasing the proportion of searches leading to property being seized or people being arrested.
- To improve the perceptions of fairness about the use of the powers
- To improve accountability of police action to local communities
- To improve the quality of intelligence used as the basis for police use of these powers
- To improve community confidence in the use of police power
Performance Indicators:
- Volume
- Self-Defined Ethnicity Code recorded
- Arrest rates
- Disparity in arrest rates
- Timeliness
- Disproportionality
